The following are confirmed presenters for the NAESCO Federal Market Workshop 2018:

Sam Alvord
Chief, Office of Energy Management, U.S. Coast Guard

When Sam Alvord started serving in the Coast Guard in 1998, diesel fuel cost $1.60 per gallon. He is starting his 20th year of service with the U.S. Coast Guard. In his current position, Mr. Alvord is in charge of setting energy policy and direction across the entire 88,000 member service, and advises the Assistant Commandant for Engineering and Logistics on all energy policy, financial, and strategic matters. He has served on extended detail with the Department of Homeland Security, Chief Readiness Support Officer (CRSO) staff and continues to advise and formulate departmental energy resiliency and renewable energy strategies. Mr. Alvord’s office is responsible for managing over $300 million dollars of annual energy expenditures and is the program manager for a $240 million dollar portfolio of Energy Savings Performance Contract and Utility Energy Services Contracts. This investment portfolio has led to the Coast Guard sustaining a nearly 40% reduction in energy use intensity. Having entered the energy sector from the petroleum and biofuel sector, researching, testing and defining their corresponding firefighting extinguishing characteristics, he knows how each gallon of diesel, gasoline, kilowatt hour of electricity and all other energy commodity is acquired, stored, transferred, tested, consumed and measured throughout the Coast Guard portfolio.

As a Mechanical Engineering graduate of the Coast Guard Academy, Mr. Alvord served aboard multiple cutters on the East and Gulf coasts before being assigned to teach ship survivability and damage control at the U.S. Navy’s Surface Warfare Officers School. During that assignment, Mr. Alvord learned the value of partnerships, contingency planning, and solution engineering. He has since embraced resilience and innovation in all he does – from emergency response oriented petroleum, water and medicinal logistics coordination during the Haitian Earthquake and Hurricanes Katrina, Sandy and the Terrible Trio of 2017 (Harvey, Irma and Maria), to advancing Coast Guard financial and energy data analytics within a secure cloud IT environment. Mr. Alvord is an expert in utilizing alternatively financed infrastructure improvement projects to secure onsite power generation at critical DHS facilities, ensuring mission assurance and sustained service to mariners and the public.

Mr. Alvord completed a Master’s degree in Engineering Management from George Washington University with a focus in Systems Engineering and Knowledge Management.

Greg Caplan
Director, Business Development, Ameresco

Greg Caplan is responsible for federal business development at Ameresco, a leading independent provider of energy efficiency, power generation, energy security, and resiliency solutions. Since he joined Ameresco Federal Solutions in 2014, the organization’s annual revenue and total backlog of projects in development and construction have doubled. Prior to joining Ameresco, Mr. Caplan spent 10 years in federal business development at Lockheed Martin, where he stood up the energy services practice in both the federal and commercial sectors.

Mr. Caplan has a Ph.D. and Master of Arts from Georgetown University, and he received his Bachelor of Arts from the University of Georgia.

Mark A. Correll
Deputy Assistant Secretary for Environment, Safety & Infrastructure, U.S. Air Force

Mark Correll, a member of the Senior Executive Service, is the Deputy Assistant Secretary of the Air Force for Environment, Safety and Infrastructure, Headquarters U.S. Air Force, Washington, D.C. He provides executive leadership on all matters pertaining to formulation, review and execution of plans, policies, programs, and budgets for Air Force built and natural infrastructure, environmental, safety, and occupational health programs. These include facility management, military construction, family housing, as well as acquisition, operation, maintenance, repair, and disposal of real property, environmental compliance and restoration, ground safety, and workplace health.

Mr. Correll was commissioned in the Air Force in 1981 as a graduate of the U.S. Air Force Academy, earning a degree in civil engineering. He commanded two civil engineer squadrons, a mission support group, and an air base wing. He retired in 2010 in the rank of colonel. Prior to his current assignment, Mr. Correll served as the Air Force Deputy Civil Engineer. In that position he provided leadership, direction and technical knowledge to organize, train, and equip a 60,000-person engineering force as well as development, construction, operation, maintenance, emergency response, readiness, housing, and environmental quality of Air Force bases worldwide. He was appointed to the Senior Executive Service in 2010. Mr. Correll is registered as a licensed professional engineer in the state of Texas.

Gregory J. Downes
Vice President/General Manager, Johnson Controls Federal Systems, Johnson Controls Inc.

Greg Downes has worked in positions of increasing responsibility during his 27-year career with Johnson Controls. He is currently the Vice President and General Manager of Johnson Controls Federal Systems (JCFS). Prior to his current role, he held general management leadership positions in service to company locations throughout the Mid-Atlantic and Southeast areas of the United States.

Mr. Downes’ direct sales, sales management, operations, and general management experiences have been utilized to help lead growth and restructuring initiatives for the company. He has developed skills in team building associated with mergers and acquisitions during multiple internal and external organizational change events including the integration of York International with Johnson Controls in 2006.

Mr. Downes’ leadership responsibilities at JCFS include the responsibility for safe execution, customer satisfaction, and shareholder value across a diversified group of federal centric businesses which deliver building technology, building systems integration, and shipboard cooling systems to various federal government agencies. Mr. Downes has a diversity of company experiences as he has served in a leadership capacity for both high transaction service businesses and large construction/installation teams.

Mr. Downes holds a Bachelor’s in Mechanical Engineering from Auburn University and a Master of Business Administration degree from the University of Alabama – Birmingham.

Mark Feasel
Vice President, Smart Grid North, America Operations, Schneider Electric

Mark Feasel is Vice President, Electric Utility Segment & Smart Grid at Schneider Electric. He is responsible for Schneider Electric’s Smart Grid activities in North America which are focused on optimizing energy efficiency, resiliency, and sustainability from the electric utility control center through a consumer’s loads. Mr. Feasel’s experience with microgrid began in the 1980’s when he was responsible for the operation and maintenance of the electrical systems associated with the nuclear reactor on a ballistic missile submarine, and have continued throughout his career while leading an energy management and distributed generation controls company, and leading commercial operations of the Power Management and Controls business for Schneider Electric North America.

Daryl Haegley
Control Systems Cybersecurity, Office of the Assistant Secretary of Defense Energy, Installations & Environment

Daryl Haegley has 30 years of military, federal civilian, and commercial consulting experience, currently overseeing the cybersecurity effort to secure control systems and operational technology for the Department of Defense. He leads DoD policy, security assessments, cyber range capability developments, SECDEF scorecard requirements and Risk Management Framework process improvements. He is a contributing author to NIST SP 800-82 R2 “Guide to Industrial Control Systems Security,” Unified Facilities Criteria 4-010-06 “Cybersecurity of Facility-Related Control Systems,” and Springer publication “Security of Industrial Control Systems.”

Mr. Haegley maintains four certifications, three Master’s degrees, two college tuitions and one patent.

Kinga Porst Hydras
High Performance Building Expert, Office of Federal High Performance Buildings, General Services Administration

Kinga Porst Hydras, is a High Performance Building Expert in the GSA Office of Federal High-Performance Buildings, with particular focus on sub-metering, energy efficiency programs, renewable energy, and indoor environmental quality. She has been working on improving the usage of Energy Savings Performance Contracts in the federal government, forming public-private partnerships to achieve deep energy retrofits in existing buildings. Ms. Hydras is a member of the GSA ESPC Program Management Office. She is also a member of the Interagency Energy Management Task Force, Better Buildings Alliance, and Energy Exchange Planning Committee.

Ms. Hydras has an MBA from Case Western Reserve University and a Masters in Engineering degree from the Technical University of Budapest. She is a CEM and a LEED-AP.

Darcy Immerman
Senior Vice President, AECOM

Darcy Immerman is Senior Vice President, Infrastructure Resilience for AECOM, a global provider of professional technical and management support services. In this position, Ms. Immerman collaborates with clients to develop resilience plans and build resilient infrastructure to protect people from man-made, cyber, and climate-related threats. She works with cities, federal agencies and utilities to become more resilient, manage risk, and recover from shocks and stresses. Her previous position at AECOM was overseeing global energy and power projects for the U.S. government. She is an IEEE Women in Power Board Member, and Policy and Advocacy Chair for NAESCO.

Robert Johnson
Senior Vice President, Hannon Armstrong

Robert Johnson is Senior Vice President and Group Head, Federal and National Accounts at
Hannon Armstrong with responsibility for growing financing solutions in the federal sector and with national account customers. Mr. Johnson has been at the leading edge of the energy efficiency industry where he has built businesses across a broad range of systems in the energy services business.

Prior to joining Hannon Armstrong, Mr. Johnson held executive leadership positions at early stage start-up organizations in the energy efficiency market. Prior to these assignments, he held senior leadership positions in multinational organizations such as Cooper Industries and Ingersoll Rand (Trane) where he led institutional sales for North America. Prior to this assignment, he held the global sales leadership role for Johnson Controls’ Federal Systems Division. Mr. Johnson began his career at Honeywell, where he held leadership positions in various divisions of Honeywell during his 15 year tenure there.

Mr. Johnson has been published in Military Engineer magazine and holds a Bachelor’s degree in Economics from the University of Maryland.

Debra K. Kemp
Real Estate Contracting Officer, Navy Resilient Energy Program Office

Debra Kemp is an appointed Real Estate Contracting Officer (RECO) of the Department of Navy’s Resilient Energy Program Office (REPO), Energy Resilience Division. In her role as RECO, Ms. Kemp oversees planning, coordination, solicitation, execution and initial Lease Management of energy resiliency Enhanced Use Lease (EUL) projects at Navy Facilities Engineering Command REPO.  REPO is now working to enhance the Navy’s energy security by developing resiliency and efficiency projects on Navy and Marine Corps Installations through third-party financing.

Before her time at REPO, Ms. Kemp served for 10 years at the Department of the Army, HQ Assistant Chief of Staff for Installation Management (ACSIM) serving at the Pentagon, as the Real Estate Lead.  Ms. Kemp worked in coordination with the Army’s Energy Initiatives Task Force (EITF) established in 2011 on energy security Enhanced Use Lease and Easement projects.  The efforts and successes of the EITF supported by the ACSIM, directly led to the establishment of the Office of Energy Initiatives within the Office of the Assistant Secretary of the Army for Installations, Energy and Environment in 2014.  Additionally, during the beginning of her 30+ years of federal service, she held positions that enhanced her expertise in procurement, purchasing, contracting, and real estate.
Ms. Kemp received a Master’s degree in Public Administration, from Troy State University and holds Level III Warrant Authority, a Facilities Engineering Level III Certification from the Defense Acquisition University, and is a member of the DoD Acquisition Professional Community.

Seth Kirshenberg
Managing Partner, Kutak Rock

Mr. Kirshenberg is the Managing Partner of the Washington, DC and Richmond offices and is the firm’s co-chair of the national energy group and P3 infrastructure group. He advises clients in the acquisition, selling, leasing, and development of private and federal and state energy projects. He has worked on the financing and structuring of over $15 billion in government privatized transactions.

He regularly structures, negotiates, documents and closes large, complex transactions for lenders, developers, federal agencies, state entities, and municipalities. Mr. Kirshenberg’s unique practice requires him to work on all phases of projects including legislative authority development, procurement, design and construction, operation, work-outs, and everything in between.

In the energy arena, Mr. Kirshenberg has closed transactions involving energy efficiency, smart-grid, battery storage, smart-house demonstration, photo-voltaic (PV), low-flow turbine generation, wind, co-generation facilities, bio-fuel facilities, energy savings performance contracts, utility energy savings contracts,  and other energy projects. He has written several books for the Department of Energy on small modular reactor project financing and contracting and works on assisting developers structure energy resilience purchases. In fact, last month he represented the issuer on the first capital market financed spent nuclear fuel facility in the world (Ukraine – with a sovereign guaranty and an Overseas Private Investment Corporation insurance policy).
Mr. Kirshenberg has served on several DOE, Department of Defense, and other federal agency advisory boards and non-profit policy committees on real estate and energy issues. He has authored and co-authored several books and guides on military base closure, the redevelopment of DOE and DOD facilities, brownfields redevelopment, nuclear power, and environmental cleanup. He regularly speaks at national conferences on energy financing, energy transaction structures, real estate, and financing issues, and has published numerous articles on redeveloping federal facilities.

Mr. Kirshenberg holds a Juris Doctorate degree from the Washington College of Law at the American University and a Bachelor of Science in Business Administration from the University of Florida.

John Kliem
Executive Director, Resilient Energy Program Office, Department of the Navy

John A. Kliem is the Executive Director of the Department of Navy (DON)’s Resilient Energy Program Office (REPO). In this role, Mr. Kliem oversees the planning, coordination and integration of energy resiliency projects at Navy Facilities Engineering Command REPO. REPO is now working to enhance the DON’s energy security by developing resiliency and efficiency projects on Navy and Marine Corps Installations through third-party financing.

Prior to assuming the role of Executive Director, Mr. Kliem served as REPO’s Deputy Director. Before his time at REPO, Mr. Kliem served for 26 years as a Civil Engineer Corps Officer in the Navy, serving at installations throughout the U.S. and overseas. Additionally, he served as the Chief of Staff to the Deputy Under Secretary of Defense for Installations and Environment and as the Base Operations Support Director for Commander, Navy Installations Command.

Mr. Kliem is a native of Houston and graduated from Texas A&M University with a Bachelor of Science degree in Civil Engineering. He earned a Master of Science degree in Environmental Engineering from Pennsylvania State University and a Master of Science degree in National Strategic Resources from The Dwight D. Eisenhower School for National Security and Resource Strategy.

Joel Langill
Director - Industrial Control System Cybersecurity Services, AECOM

Joel Langill is Director – Industrial Control System Cybersecurity Services with AECOM. His role focuses on developing and delivering global excellence across multiple divisions within AECOM as they relate to industrial security methodologies, tools, recruitment, and personnel development. The position leverages Mr. Langill's prior security experience through the implementation of a globally proven industrial security methodology, coupled with one of the leading industrial cybersecurity application and testing labs of its kind built in close cooperation with numerous solution leaders in the industrial security sector.

The result not only allows AECOM to offer unique solutions to their vast range of clients, but the ability to internally test and refine solutions during the early concept development phase.

Previously, Mr. Langill was an operational security profession and founder of SCADAhacker.com, where he provided an expansive range of cyber security services devoted to securing industrial control systems used as part of our critical infrastructure, including risk assessment and classification, policy development, vulnerability assessment, countermeasure selection/implementation, penetration testing, standards/regulatory compliance, auditing, and training.

Mr. Langill graduated from the University of Illinois at Urbana-Champaign with a B.S. in Electrical Engineering.

Michael McGhee
Executive Director, Army Office of Energy Initiatives

Michael F. McGhee is the Executive Director of the U.S. Army Office of Energy Initiatives and is responsible for the development of large-scale renewable and alternative energy projects which enhance energy resiliency for Army installations by leveraging private sector financing. Mr. McGhee’s responsibilities include the development of projects for onsite energy generation, microgrid controls, and onsite energy storage. In addition, he is responsible for providing guidance, direction, and oversight of all matters pertaining to the formulation, review, execution, and management of strategic plans, policies, and budgets for all Army OEI energy projects on or near Army installations in the United States and U.S. territories.

Leslie Nicholls
Acting Director, Federal Energy Management Program, Department of Energy

Leslie Nicholls is the Acting Director for the U.S. Department of Energy Federal Energy Management Program (FEMP) in the Office of Energy Efficiency and Renewable Energy (EERE). She previously served as FEMP's Strategic Communications and Training Manager.
As Acting FEMP Director, Ms. Nicholls oversees the implementation of policy and actions that result in energy efficiency implementation, renewable energy adoption, and reductions in energy and water use in federal government operations.

Ms. Nicholls brings nearly three decades of clean energy and executive leadership experience to EERE. Most recently, she served as Vice President of the Building Energy Solutions Division at Energetics Incorporated, a subsidiary of VSE Corporation. In this capacity, she was responsible for the management of multiple cross-cutting programs. She also provided expertise to federal agencies and private sector energy companies in federal and commercial energy management, greenhouse gas reduction, energy efficiency, clean energy deployment, and strategic planning. Before holding that position, she worked at the Pacific Northwest National Laboratory as a Senior Contracting Officer.

Ms. Nicholls has Bachelor’s and Master’s degrees in Business Administration from Washington State University.

Teresa Pohlman
Executive Director, Sustainability and Environmental Programs, Office of the Chief Readiness Support Officer, Department of Homeland Security

Dr. Teresa Pohlman is the Executive Director, Sustainability and Environmental Programs at Headquarters, Department of Homeland Security. Dr. Pohlman has over 25 years of extensive leadership experience managing all aspects of public and private sector environmental and infrastructure program and product development. Her background includes management positions with responsibility for $300 million to over $1 billion annual budgets for environmental, infrastructure, and facility maintenance programs.

At Headquarters Air Force, Dr. Pohlman was the Environmental Division Chief, and managed the Air Force’s $1 billion environmental program, including cleanup, compliance, conservation, and pollution prevention, for all bases in the United States and overseas, including international bilateral agreements with Russia, Norway, Argentina, and Italy. She also served as an Air Force Regional Program Manager with the Air Force Base Conversion Agency, for a $300 million program concerned with base closure and disposal issues, closing five Air Force bases. While working for the Navy, she served at the Naval Facilities Engineering Command Headquarters as the Navy single point of contact for environmental base closure issues. She also worked at the Naval Coastal Systems Center in Panama City, Florida as the Project Manager for the Chemical Warfare Protective Dive Suit.

As the Tenant Activities Group Leader at the Pentagon Renovation Office (PRO), she was responsible for the strategic master planning for the entire Pentagon Renovation, other facilities on the Pentagon Reservation, and other geographically dispersed sites for alternate operations. She ensured that the strategic design and requirements for these projects were consistent across the Department of Defense, among the Navy, Army, Air Force, Marine Corps, and the other Defense agencies. These requirements integrated operations and maintenance considerations during construction, via the design process, where multiple stakeholders participated to ensure renovation and construction are accomplished without sacrificing mission continuity. In addition, she managed the safety and occupational health program for all projects in the Pentagon Renovation Office’s $3 billion program, including both renovation and new construction. She was also responsible for coordinating the overall implementation strategy to incorporate appropriate force protection projects, added to the Pentagon Renovation Program as a result of the September attacks, into the $1 billion Pentagon renovation efforts. For their outstanding efforts in sustainable construction, her team won the Presidential Award for Leadership in Federal Energy Management, one of five awarded in the federal government. In addition, she spearheaded the efforts for LEED certification of three Pentagon Renovation projects, the Metro Entrance Facility, the Pentagon Athletic Center, and the Remote Delivery Facility.

Prior to the Department of Defense, she worked for several defense contractors, and wrote program management plans, operational specifications, and quality assurance plans for research and development projects. She also performed and directed power spectral density, moment of inertia, and stress analyses of a large Navy ship cargo transfer crane, and analyzed an inertial navigation system for shock and vibration effects. While working at Rockwell International and NASA, she managed and executed the installation and test of Orbiter experiments on the Space Shuttle, for the first three flights of the Columbia.

Kurmit Rockwell
FEMP ESPC Manager, Department of Energy

Kurmit Rockwell is a member of the Department of Energy’s Federal Energy Management Program Project Services team where he serves as the ESPC program manager, overseeing FEMPs services, tools, training, and resources needed to assist agencies with implementing successful ESPC projects. 

Over a career spanning more than 25 years Mr. Rockwell’s work included engineering and implementation of ESPC projects for federal and state and local governments.  He has been involved in all aspects of ESPC projects from project inception through post award performance period activities and has worked for a couple of energy service companies. 

During his career Mr. Rockwell has served in different capacities within the energy services industry and has focused on the evaluation and implementation of energy and water cost saving technologies, smart building energy optimization services, renewable energy systems, and demand side management.  He has worked for a number of private sector companies serving clients in the federal, state, municipal, and commercial sectors.    He holds a Bachelor in Chemical Engineering, from NYU Polytechnic School of Engineering, and a Master’s degree from the University of Colorado’s Building Systems Engineering program.  He is also a registered professional engineer in multiple states.

Natasha Shah
Vice President, NORESCO; Chair, NAESCO

Natasha Shah is a Vice President at NORESCO, responsible for Federal business activities. One of the largest energy services companies in the U.S., NORESCO uses design-build, performance-based contracting vehicles and asset monetization solutions to deliver energy and maintenance cost savings and infrastructure upgrades to existing facilities. Ms. Shah has 19 years of experience in the development and execution of energy efficiency and renewable energy solutions.  She has led the implementation of strategic business plans, directed recovery and development initiatives for underachieving businesses, and is active in several industry trade organizations, including serving as the Board Chair of NAESCO. 

Ms. Shah holds a Bachelor of Science in Biomechanical Engineering from Louisiana State University.

Daniel Simmons
Principal Deputy Assistant Secretary, Office of Energy Efficiency & Renewable Energy, Department of Energy

In his role as Principal Deputy Assistant Secretary in the Office of Energy Efficiency and Renewable Energy (EERE), Daniel R Simmons leads EERE to achieve its vision of a strong and prosperous America powered by clean, affordable, and secure energy. He oversees technology development in the energy efficiency, renewable power and sustainable transportation sectors.


Mr. Simmons served as the Institute for Energy Research's Vice President for Policy, overseeing its energy and environmental policy work at the state and federal level. He previously served as director of the Natural Resources Task Force at the American Legislative Exchange Council, was a research fellow at the Mercatus Center, and worked as professional staff on the Committee on Resources of the U.S. House of Representatives.


Mr. Simmons is a graduate of Utah State University and George Mason University School of Law.

Lara (Gast) Spader
Program Manager, Energy Performance Contracting, Department of Veterans Affairs

Lara (Gast) Spader works at the Department of Veterans Affairs within the Energy Management Program Service. She is the Program Manager for VA’s nationwide Energy Performance Contracting Program which includes a portfolio of $160 million of awarded contracts and $500 million of projects in various stages of development.

Ms. Gast joined VA in 2011 as a Presidential Management Fellow working in the Enhanced-Use Leasing Program, then spent seven months at the White House Council on Environmental Quality within the Office of Federal Sustainability. During graduate school, she interned at the Department of Energy’s Energy Information Administration.

Ms. Gast received her Master of Business Administration from the George Washington University and a Bachelor of Science in Management from Boston University’s Questrom School of Business.

Anthony Spera
National Director of Sales and Federal Programs, Con Edison Solutions

Anthony Spera is the Senior Director of Sales and Asset Acquisition for Energy Services at Con Edison Solutions, and is part of the Energy Services Senior Leadership team. He has strategic responsibility for all sales and the approach to sales in the Energy Services division. In addition, Mr. Spera is responsible for the acquisition of power assets for Con Edison Solutions.

Mr. Spera has more than 25 years of experience in the energy industry and has worked on energy savings projects involving various technologies. Mr. Spera has also worked with utility programs in multiple states, resulting in consumers receiving significant financial grants/incentives for upgrades to their facilities. His work with design/build concepts, energy savings performance contracting vehicles, utility privatization, and long term O&M agreements has given Mr. Spera broad experience in the implementation of energy savings projects and the introduction of new technologies and contract vehicles that drive energy efficiency and resiliency.

Jack Surash
Acting Deputy Assistant Secretary for Energy & Sustainability, Department of the Army

Mr. J. E. “Jack” Surash became the Acting Deputy Assistant Secretary of the Army (Energy & Sustainability) in September 2016. In this position, he is responsible for overall program direction, establishment of policies, development and refinement of strategies, and oversight for implementation of all programs and initiatives related to energy security and sustainability within the Army. As the Army's Senior Energy Executive, Mr. Surash coordinates and integrates both installation (traditional as well as expeditionary) and operational energy programs and strategies.

Mr. Surash comes to the Pentagon from duties as the Senior Project Management Advisor at the Department of Energy’s Office of Environmental Management (EM). Prior to that, he was the Deputy Assistant Secretary for Acquisition and Project Management. In that position, he led efforts for EM’s $6 billion per year portfolio, served as EM’s Head of Contracting Activity, oversaw procurement planning, contract management, and provided project management support. A native of Charlotte, North Carolina and raised in Rochester, New York, Mr. Surash has served the nation in key positions around the world.

Mr. Surash joined the Department of Energy as a member of the Senior Executive Service in 2005 as Director, Office of Infrastructure and Facilities Management at the National Nuclear Security Administration. He was also the Business Development Manager for Johnson Controls Inc., a Fortune 100 company, and Chief Business Officer for Miami-Dade County Public Schools, the 4th largest K-12 public school district in the U.S., where he was responsible for facilities planning, design and construction, maintenance, food service, and school bus transportation.

During a 27 year distinguished Navy career, Mr. Surash served in a broad range of increasingly responsible facilities management, design, construction, contracting, and “Seabee” (Construction Battalion) assignments around the world. He commanded Naval Mobile Construction Battalion Seven and Navy Public Works Center San Diego. In an earlier assignment, he led a Seabee detail that supported the Army’s 3rd Battalion 319th Field Artillery Regiment, in Honduras during Operation Ahuas Tara II. Mr. Surash retired at the rank of Captain from the United States Navy’s Civil Engineer Corps.

Under his leadership, Navy Public Works Center San Diego received the California Eureka Award for Performance Excellence, Vice President Gore’s Hammer Award, and the President’s Quality Award for Quality Improvement (Malcolm Baldrige criteria). For actions during the California electricity crisis, his Navy Region Southwest Regional Energy Team received a Presidential Award for Leadership in Federal Energy Management, and numerous other recognitions including an Energy Leadership Award from the San Diego Regional Energy Office and an Excellence in Energy Award from the San Diego Business Journal. In addition, Mr. Surash was presented the Department of Energy’s Louis R. Harris Award for establishing one of the federal government's first resource efficiency management programs.

Mr. Surash holds a Bachelor of Science degree in Mechanical Engineering from the University of Rochester and a Master of Engineering degree in Mechanical Engineering, specializing in energy management, from Texas A&M University. He completed the Advanced Management Program at Duke University, Fuqua School of Business and the Executive Certificate in Management and Leadership Program at the MIT Sloan School of Management. Mr. Surash is a registered Professional Engineer.

Nello Tortora
Director, Federal Programs, Southland Energy

Colonel Nello Tortora joined Southland Energy as Director of Federal Programs in April 2013 after retiring from 27 years of service in the United States Army. As an Army combat engineer officer, Col. Tortora served all over the world in assignments of increasing responsibility from platoon leader to brigade commander. In his last assignment, he served as commander of the U.S. Army Engineering and Support Center of the U.S. Army Corps of Engineers in Huntsville, Alabama 2009-2012.

Col. Tortora previously commanded the New York District of the Corps from 2006-2009. He is a graduate of the United States Military Academy at West Point, the University of Texas Graduate School of Engineering, and the National Defense University.

Timothy Unruh
Deputy Assistant Secretary for Renewable Power, Department of Energy

Tim Unruh is the Deputy Assistant Secretary for Renewable Power for the Office of Energy Efficiency and Renewable Energy (EERE) at the U.S. Department of Energy (DOE). In this role, Mr. Unruh directs EERE's renewable energy applied research, development, and demonstration activities for the geothermal, solar energy, and wind and water power technology offices.

Previously, Mr. Unruh  served as the Director of EERE's Federal Energy Management Program. In this role, he managed the implementation of policy and actions that resulted in energy efficiency implementation, renewable energy adoption, and reduction in energy and water use in federal government operations. He was instrumental in guiding DOE through a streamlining of the Super Energy Saving Performance Contract contractor selection process.

Formerly, Mr. Unruh was Director of Operations for Con Edison Solutions, where he led a team of engineers and project managers to implement energy savings projects in government and private installations. While in this role, he worked to educate energy users on performance contracting methods to achieve energy reduction goals and he was heavily involved in the measurement and verification of energy savings resulting from these projects.

Mr. Unruh has Bachelor of Science, Master of Science, and doctorate degrees in electrical engineering from Wichita State University in Wichita, Kansas.

Kevin Vaughn
Government Energy Solutions, Schneider Electric

Kevin Vaughn has nearly 30 years of experience working in the energy conservation industry and has worked on over 45 comprehensive federal Energy Savings Performance Contracts in his career. He has been with Schneider Electric since 2002 and has served as the Task Order Manager for many of Schneider Electric’s recent federal ESPC projects, including the first-ever Net Zero ESPC project for the GSA. Mr. Vaughn’s current responsibilities include developing customer relations and serving as the main contact for federal ESPC customers to ensure the proper implementation of comprehensive solutions and adherence to federal regulations and procurement methods. He is also responsible for leading negotiations and arranging financing for ESPC projects. Mr. Vaughn represents Schneider Electric with federal agencies and trade group relations in Washington, D.C.

Mr. Vaughn received an M.B.A. in Finance and Marketing from the University of Chicago, a professional degree in Mechanical Engineering from North Carolina State University, and a B.A. in Physics with a minor in Philosophy from DePauw University.
